GST Turnover Limit for a Shop: ₹40 Lakh or ₹20 Lakh?

Short answer

A shop selling only goods can wait until ₹40 lakh turnover to register for GST — but the moment it also sells any service, or sits in a special category state, that limit drops to ₹20 lakh (₹10 lakh in a few states).

In detail

The ₹40 lakh threshold isn’t a blanket number for every business — it’s a conditional one. It applies only to a supplier that deals EXCLUSIVELY in goods. A kirana store, a hardware shop, a clothes shop — pure goods, no services — gets to wait until ₹40 lakh.

The instant that same shop starts also offering something service-flavoured — tailoring on top of selling fabric, mobile repair on top of selling phones, installation charges billed separately — it stops qualifying as an exclusive goods supplier, and the threshold falls back to ₹20 lakh.

A handful of special category states (the north-eastern states, Himachal Pradesh, Uttarakhand) apply a lower ₹20 lakh limit for goods and ₹10 lakh for services, since these states opted out of the higher threshold when it was introduced.

If your shop mixes goods and a bit of service, don’t assume the ₹40 lakh cushion applies to you by default — check which category you actually fall in before you cross ₹20 lakh, or you could already be liable without realising it.
