No โ a composition dealer cannot issue a ‘tax invoice’ in the standard GST sense. Instead, they issue a ‘Bill of Supply,’ which must specifically state that they are a composition taxable person not eligible to collect tax on their supplies.

This distinction exists because a tax invoice is specifically the document that entitles a buyer to claim input tax credit โ and since composition dealers don’t charge GST as a separate line item at all (their flat rate is paid by them, out of their own turnover, not collected from the customer as an add-on), there’s nothing for a buyer to claim credit against.
The Bill of Supply looks similar to an invoice in most respects โ item details, value, seller information โ but deliberately omits any GST amount, and is required to carry the specific mandatory declaration: ‘composition taxable person, not eligible to collect tax on supplies.’
This is exactly the mechanism behind the B2B customer disadvantage discussed in the previous question โ a business customer receiving a Bill of Supply, rather than a proper tax invoice, simply has no GST component to claim as credit, no matter how much they paid.
