Section 116 lets a party appear through an authorised representative (relative, employee, advocate, chartered/cost accountant, company secretary, or a registered GST practitioner) before any GST authority or the Tribunal.
What this means in practice
The parts that actually decide cases — the things a practitioner checks first.
An authorised representative may be a relative or employee, an advocate, a chartered accountant, cost accountant or company secretary, a retired officer of the tax department not below Group B rank (barred for one year after retirement), or a GST practitioner.
A person convicted of an offence under the Act, or found guilty of misconduct under Rule 116, is disqualified.
How this provision is built
The skeleton, clause by clause — useful when a notice cites a specific sub-clause.
