Constitutes the National Appellate Authority for Advance Ruling, to resolve conflicting rulings given by State Appellate Authorities on the same question. It has been enacted but not yet made functional, so conflicting State rulings still stand unresolved in practice.
What this means in practice
The parts that actually decide cases — the things a practitioner checks first.
Enacted in 2019 to resolve conflicting State appellate rulings, but the National Appellate Authority has not been constituted – so conflicting rulings between States remain unresolved, and that is the practical answer to a client who points to a contrary ruling elsewhere.
How this provision is built
The skeleton, clause by clause — useful when a notice cites a specific sub-clause.
